Budget Analyst

As a Budget Analyst within the Wetland and Aquatic Research Center, some of your specific duties will include:
Responsible for a full range of budget formulation and justification activities for the Center's annual operation plan to include developing projected labor, equipment and overhead projections. Researches compiles, consolidates, summarizes, and formats budgetary data from source documents. Review budget submissions for compliance. Writes procedures for funding/budget standard operating procedures. Establishes and monitors internal controls to ensure positive results of financial review/audits. Reviews obligations, expenditures, and reimbursable items involving many different sources and types of funding. Reconciles center-level funding with matrix, BASIS
and FBMS, or other financial systems. Performs annual close-outs, reviewing and analyzing fiscal report, ensuring accurate documentation of expenditures, proper and full use of funds and compliance with anti-deficiency laws and regulations. Researches, compiles, and analyzes current and historical information to evaluate and report on cost and funding for specific work objectives, available funding and the impact of programmatic changes in support of annual, multi-year, and long-range fiscal planning to guide Center's financial health. For GS-11:
Applicants must meet one of the following to qualify for the GS-11 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of GS-9 level work:
Compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews; Preparing analyses of financial data in support of requests for apportionments or revisions of apportionments; Preparing analyses of proposed allotments to determine consistency with program and financial policies and plans; or Preparing special reports on budgetary issues or budgetary planning. OR applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent). OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
